past, present, future ... the same for Biblical writer and Biblical reader?

In a conversation with someone recently, the topic came up how to understand Scripture when the text uses past tense, present tense or future tense ... in particular the expression "this present evil world" was mentioned. Is this expression speaking about our day and time while we are reading it? or is it speaking about the the time then when the text was written?

Also, what about mentions of "then" or "now" or "soon", etc ?
